What the Bakersfield Climate Action Plan will do:

The City of Bakersfield is developing a Climate Action Plan (CAP) that they claim will create a more sustainable City by implementing draconian and restrictive measures to reduce GHG emissions to meet California’s ambitious emissions reduction targets. This includes efforts to reach 100% electrification by eliminating/banning the use of natural gas in homes, cars, and construction equipment.
A Climate Action Plan is not required by State law and will only hurt the economic vitality of our City and leave the City open to future lawsuits. For these reasons and more, we are calling on our elected city councilmembers to abandon this egregious plan.

What does that mean

The taxpayers will cover the costs to implement MOST of the measures and actions included in the CAP

Require a transition to 100 percent “clean” electricity, i.e. NO natural gas by 2030 (Measure IN-1.1)
Require all new buildings to generate costly on-site renewable energy by 2026 (Action IN-1.1.1) - this is the highest scored prioritization by the CAP
Require new residential and non-residential construction to use low-carbon concrete, steel and other key impact materials by 2026 (MW-3.1.1)
Require 90% of total passenger vehicles to be electric vehicles by 2045 (Measure IN-2.1)
Require all construction projects starting in 2024 to use renewable diesel only, in diesel powered construction equipment (Action BE-3.1.1)
Require that 80% of diesel-powered construction equipment and agricultural equipment is powered by renewable diesel or other alternative fuels and 19% of construction equipment and agriculture equipment is electrified by 2045
Require that 19% of construction equipment and agriculture equipment is electrified by 2045
Reduce water usage 5% by 2030, 10% by 2040 and 15% by 2045
Require drought-tolerant, water-conserving landscape in new and redevelopment projects
Reduce existing passenger vehicle miles traveled by 15% by 2030, by “encouraging” people to use public transportation, walk or bike as opposed to driving personal vehicles (LU-2)
Reduce new passenger and commercial vehicle miles traveled by 15% by 2030
Require a 90% organic waste diversion rate by 2045
Eliminate the disposal of compostable organic materials to landfills
Exploit the region’s legacy oil and gas strengths by promoting opportunities to develop renewable biofuels and alternative energy production (Action GE-2.1.3)
Promote costly and unrealistic energy efficiency incentives and opportunities, such as the City’s Property Assessed Clean Energy (PACE) program, through a newly created Green Building Program (Action EM-1.1.3)
Conduct updates of the citywide GHG emissions inventory every three years to monitor the progress of GHG reducing actions(Action EM-2.1.1)
